According to the German football magazine Kicker, FIFA are planning to modify the offside rule by bringing a massive change.
As stated on the current FIFA website, the current law says that a player is offside when the ball "rebounds off an opponent to the attacker" if the attacker has formerly been in an offside position.
If an opponent gets in the way of a deliberate action by the defender, it is at present not an offence, such as clearing away a ball, as the attacking player had earlier been in a passive position.
The new law will no longer distinguish between a deliberate and non-deliberate defensive action. The attacking player can only play the ball when the defender makes an error when evidently continuing with play.
During a pre-season camp in Bavaria next week, German referees' chief Herbert Fandel is expected to receive a letter from FIFA over the next few days in time to brief officials about this new rule.
